I am writing to report an issue I am experiencing with my Jira account. I am currently unable to log in and access my account, and despite several attempts, I have not been successful.

The message doesn't seem like the normal message one would get if there was something wrong with the account.
You may want to reach out to your Cloud admin to reset your account if your account is managed by your org.
Likely based not the message shown. It'll probably be best to reach out to Atlassian support. Here's the link to submit an Atlassian ticket regarding your issue:

Hello, Good day. Are you trying to login into Jira cloud or JSM/JSD cloud?.
Noticed that Jira has been de-activated on the site that you are trying to login due to pending payment.
