I am a fresher. I have to learn defect tracking and reporting tool that is JIRA. I have installed jira on my system but when i click on access jira from the start menu it direct me to a brower with url as
" http://localhost:8080/ " and displays the apache tomcat page. So i have to ask how to start the jira tool,so that I can learn it.

Check it out and see if you did everything ok.
The very first thing you need to do is to read the documentation carefully. Since you are a newbie, I guess you are trying the latest version of JIRA, on Windows.

Is it Tomcat homepage or an error page? Most probably you might not have set the JIRA home I guess (most beginners forget to do that before starting JIRA).
In that case, set JIRA home (refer documentation), and restart JIRA. If you have installed it as a Windows service, you can go to services (Start --> Run, services.msc) and then restart the Tomcat/ JIRA service.
If this does not work, try re-installing JIRA.

There's all sorts of things you might have got wrong here, so you need to investigate in more detail. We can't see your system, so asking the same question again without giving us any more to work with does not help.
As Sameera has said, check the documentation, work through it again. Tell us what you do differently from what it says if you have varied anything, and read your log files to see what they say.
