Think of "Jira Core" as a "platform" instead of a simple application. Jira Software (and Service Desk, and probably some others in the future) run on that platform.
Any given version of an application will only run on a range of Core versions, and what this message is telling you is that the latest available Jira Software (7.13) will not run on your current Core version (7.10). It's also telling you that there is a 7.13 version available for Core.
If the version of Core you have were high enough to support Software 7.13, you would be able to upgrade Software from that screen, but it is not, so you can't.
So, what you need to do is upgrade Core first. This is not a trivial "click and maybe restart something", because you are upgrading the entire platform, not just something that runs on it.
To upgrade Jira Core to 7.13, you need to download the installer and run it on the server, telling it to upgrade the 7.10 (Obviously, tou will need to plan downtime for this, and test it to make sure it all woks well)
In theory, you could then click "upgrade" to get Software upgraded after the new version of Core starts, but there is a better option - instead of upgrading Core alone, use the "Jira Software" installer instead. This will do both upgrades in one go.
