I want a bunch of users view only summary and description of issue,( they not view comment and other detail,...),view  just and just summary and description.

Is there a solution?ISthere a plugin for this job?

No, if you can see an issue, you can see all of it.  In real life, it's a bad idea to hide details from people, because if they can only see part of it, they will ask questions that waste your time.
