If your users are in LDAP and not in JIRA directory, they would not get migrated. In this is the case, we have two options:
The first option, you would need to migrate all your external directory users (LDAP users) to the internal user. Here's a documentation that explained all about it:
The challenge with this is that, if the user exists in both internal and external, the user won't get migrated and you'll be using internal user instead. Both users are not linked and they are not the same. One could be in group A and another one could be in another group. So as an example, if the permission of a project is restricted to a group that LDAP user belongs to, the same user in the internal directory would not have the permission to access it. So you need to give the same permission as LDAP user to the same user in the internal directory so that there's no permission issue once you've migrated over to Cloud.
The second option is to use CSV export to export all the users into your Cloud instance. This means that you can import your Server data without your user's data and then once that done, we can import the user for you.

Please ensure that the headers for users.csv is {{Username, First Name, Last Name, Email Address, Password}} and for groups.csv is {{Username, Groupname}}
