where is the link to the whitelist configuration page?

In the Jira help, the Configuringwhitelist page reads as follows:
- Choose
> System. - Select Security > Whitelist to open the Whitelist page.
Fact is, I cannot find that Whitelist link, either in the Security section, or anywhere else.
I am indeed site-admin for the instance ...
Can anyone help?
