Exocet: How to use a non-current user to create/edit/link issues on remote side

We contemplated Jira to Jira integration with Exocet and want to edit each remote issue post-creation (namely, create reciprocal link to a local issue). The thing is that not all users that can create a remote issue (JSD) are licensed to edit it. With that in mind, we would like to use a specific admin user for remote editing/linking. Is this possible? If not, is there a workaround, short of granting JSD agent licenses to tons of outside customers?
