It's exporting data that can be used easily and quickly in a spreadsheet. Hex coded colours work for computers, although there are several other ways you could do it, hex codes are probably the most useful. What are you actually expecting it to output?
I am expecting the same colors in the spreadsheet as well instead of hex codes.

Why would you expect it to do that?
You'd make some of your data illegible, or you'd need to do some coding in the export process to add formatting that doesn't break the visibility and the rules around that would have to be flexible, and you'd also need to deal with those of us with visual impairments in a fair way. A huge amount of code for no benefit as your users also need the data in it, not just the visuals.
