Grant team lead permission to log work for team members

As a team lead (and JIRA admin), I need the ability to occasionally log work for team members.  Can someone explain how to activate this functionality in the current versions of JIRA (cloud) and Tempo Timesheets?

I've found similar questions posted several years ago but I'm unable to follow the described solutions, presumably because of product evolution. There was apparently a tempo setting labeled "Team leader can log work for team members" but I cannot find it now.
