You can also inject a javascript into the page (either via a plugin - recommended - or via the announcement banner) which hides the highlighted web fragment when the issue is in a specific status.

Plugins are added to JIRA universally, there's no framework to allow/deny access to them in JIRA.

A plugin can implement that sort of thing internally if it wants to, but JIRA doesn't do it for you.

You'll need to talk to the developers of the add-on to see if they have implemented anything like that, or if they could add it
