Small fever to ask ..In jira by default export functionality is there then why you are looking for using the groovy script?

We want generate weekly reports in form of csv and send to a user

Ok, good maybe this is also possible but this can be achieved by using export functionality as well right, isn't it?

you can write a JQL for the specific user and export to CSV and share with them.

We can do filter subscribtion. But, users are asking for a csv file.

Using script you can do but the thing is for each and every user you need to search and construct the JQL and filter it you with parameters and then export to CSV, for all this you need write a script.

If suppose the data is huge then it will impact on the application performance.
