Installing OBRs in Jira Cloud possible?

I need to install a Jira Addon and the intructions (here: https://www.tenable.com/downloads/integrations) ask to upload a OBR. Is this possible in Jira?

No.

Cloud only allows a tiny handful of Server apps ("type 2" plugins) to be added, and that is done via your account management as they're paid options (Tempo for example).  You can't add any other Server App to Cloud systems.

You can only install Cloud Apps on Cloud.
