JIRA forecastng & resource management

I am in JIRA and have the Big Picture plug in.  We are struggling how to identify resource hours and do forecasting in an EPIC.  Ideally we would like something that shows the forecast outlined for the EPIC and then show actual worked hours.

In addition to this struggle, is anyone asking their Product Managers or Product Owners to track hours in a project/EPIC when tasks are NOT assigned to them?  Is this even a possibility?
