Jira and github are connected is there a way to create a validator or condition on having a github

Hi all,

I am looking for a way to restrict a workflow transition (to implemented), if the resolution is "Fixed", that it must have a reference to a github in the development panel.  

I found this link with development[commits].all which would be perfect, but anything will be better than nothing. https://jira.atlassian.com/browse/JSWCLOUD-16154 

So any JQL really that will shows issues with a populate development panel would work.

PS I do have scriptrunner and just about every other plugin made :)
