How to set JIRA to send email notification to specific users only when there is an event change?

How do I set it that email notification is sent to selected individual external users only when there is an event change? I do not want email notifications to be sent to all users in a group.

Need to send email notification to only 3 or 4 individual user in a group when there is an event change for an issue logged. Please advise.

Separate the users into two groups. Use one group on "event change" and both groups on the other events.
