yes there is Cycle Control is a Release Management platform that can help you create master release calendar/schedule. You can define your own lifecycle using stages and gates. There are approvals, milestones and customer metrics and many more functionality to determine status and risk.

There is an excellent dashboard gadget for the release health for the Directors of PMO, IT and Engineering to use.
