I need to check the link between TestRail and Jira and created 4 test Issues/Defects.  I want to get rid of these and start again so that numbering starts from scratch again.

Well in that case they will have to remain as I don't have the knowledge to hack the database, out of my area.

You can't do that without a bit of database hacking.

Or creating a new project so the counter starts at 0 again.
