My user lacks the upload add-on link in the UPM.

I need to import data into my companies jira / atlassian.  We're comming from a bugzilla system.  To go forward, according to documentation we found, we need to install

Jira Importers Plugin (JIM)

Which talks about a link for uploading an add-on, but my account lacks this link.

What can I do about this? what permission do I need to get this done?

Figured it out ... to answer for anyone who hit this wall. there is a settings link at the bottom of the UPM page. Clicking that, there is a checkbox for:

"enable development mode"

Clicking that allows you to upload other plugins.
