Private Labels Addon -- What does it do?

There's no documentation. I realize it has something to do with "private" labels, but what does that look like? How does it function? What does it do?

It is an old add on and an unsupported one. Is there any specific needs that you in JIRA or you are curious about it?

There's a need to allow users to modify labels on an issue without granting full-on edit permissions to every issue in the project. I was hoping this plugin would allow that.
