You need to put your scripts in the scripts folder in the Jira home path. You can find Jira Home if you open System->System Info and find the following variables:

Yes, that's what I thought. In my case, on Windows Server, this shows as:
C:\Program Files\Atlassian\Application Data\JIRA
There is a scripts folder - so I put a file with a .groovy extension in this.
I don't see this as an option to choose when I start typing a filename when setting up a Script Runner function.
Is it just that I need to wait until Jira "notices", or do I need to restart?

What is your Scriptrunner version? Suggestions for scripts are available only from ScriptRunner 5.3.0 and higher. Also open Add-ons-> Script Console and check script roots.

What I failed to notice is that files were, for some reason, ending in .groovy.txt. So now this silly error is resolved, I have script suggestions working (version 5.3.26).
