Which is the best staffing Addon according to you?

Hi everybody, 

I have a question. I´m searching for a good Plug In/ Addons for Jira or Confluence ( I would prefer Jira), which allow us as company to plan who is working on which project. It´s important that every Project Lead can control the ressources allocation and capacity planning of the reccources.

How does it work exactly? Any other suggestions according to your experiences?

Tempo Timesheets is the most popular time tracking app for JIRA, and it has a companion called Tempo Planner. This can be a great candidate for what you're trying to do.
