JIRA is designed to only show fields on the view issue screen if a value is present...

Why dont you add default value. something like "N/A" :-)

thanks for your suggestion, Ishan. I don't want to confuse the data(base). Imagine if another user tries to run a search "Story Points is EMPTY"... (typical for teams who want to know if there is anything to poker)
