To whom would you like to send this e-mail?
For your Jira users one quick and easy way to do this is by creating a filter and subscribing to this filter. You don't need any plugin for this.

Your filter could be with the JQL query Due Date  < Now ()  . You may want to exclude some status from this query so that it stays relevant. For instance add to your query and status not in(Closed,resolved).
