Are Stakeholder Users able to receive phone calls from Opsgenie? Or do they have to be a responder to receive phone calls. On the documentation it says the only difference is the responders receive a text message vs the stakeholders would not and they would receive a mobile push. I did not know if that mobile push was a phone call or some kind of notification from the app on their phone.

Stakeholders cannot receive voice notifications. Only Opsgenie users, or those that are notified of alerts, can receive voice notifications. Stakeholders can only be notified of incidents.
