Thank you for contacting the Atlassian Community, this is Mubeen.

It depends on the Opsgenie instance,

If you are using Jira Service Management subordinate Opsgenie instance then purchasing the user licences will not be possible as it will only be possible with the increase of JSM user licence increase.

However, If you are working with a Standalone Opsgenie instance that is not associated with any JSM instance then you will have the ability to increase the user licences only specific to Opsgenie and the billing will not be affected for any other product.
