One of the things I'm able to do in PagerDuty is to edit rotations, and to define an effective date for that edit, so that if, for example, I want to add a user to the rotation, but have that addition be effective as of a certain date, I could set that date to be in the future. That doesn't seem to be an option in OpsGenie. Is there a workaround for this? Or am I just not understanding the UI?

There isn't a way to add a user to an existing rotation starting sometime in the future. Once you edit a rotation and add a user to the participants list, that user becomes part of the rotation.
What you can do, is set-up a new rotation with that additional user, and set the Start Date/Time for that rotation to a future date. And then set the End Date/Time of the existing rotation so that the rotation will end when the new one starts.
Existing Rotation ends on December 1st:
New Rotation starts when existing rotation ends, i.e. December 1st:
