I don't need three licenses. Can I pay for only two?

I am helping someone manage a few different non-profits. We are the only two people that need to be able to manage the whole workspace. There will be others that need access to individual boards. It seems by default though that I will be charged for three licences (2x members and 1x multi-board guest). How can I pay for only 2 Standard Licences?

Make 1 of those three users a single board guest...
