Multi-tenancy administration with Jira and Confluence + BulkOps apps

Have you ever wondered:
“Can I manage all my Jira sites from a single location?”
“Is there a way to stop switching between multiple Jira instances just to handle user management?”
If so, you’re not alone.

As organizations grow, so does the complexity of managing users and products across various Jira environments. Atlassian provides the Admin Hub, which helps manage products and users per instance. However, many parts of this process still require manual input.

For smaller organizations, this manual overhead may be acceptable. However in larger enterprises dealing with high user volumes, manual processes quickly become unscalable and inefficient.

Arrives BulkOps Org + BulkOps Pro

Together, these apps automate and streamline your Jira user management process:

  • BulkOps Org lets you schedule tasks and coordinate configurations.

  • BulkOps Pro executes those tasks across site environments.

  • Document your configurations in Confluence, so other admins can easily replicate or understand your workflow.

  • Seamlessly control users and groups across multiple Jira tenants—effortlessly and efficiently.

Why Does This Matter?

If you're an admin responsible for large-scale Jira environments—say 4+ production sites and multiple sandbox instances—you’ve likely run into challenges managing users at scale:

  • You need to know exactly where groups are created.

  • You want to add users in bulk, without delays or redundant effort.

  • You care about security, tracking who creates API tokens and accesses sensitive project data.

  • You’re focused on planning and automation, not responding to last-minute user requests.

  • And most importantly—you want to free up your time for higher-impact administrative work.

If that sounds like you, this solution is built for you.

A New Mindset for Scaled Admin Work

Picture this - You're testing users and groups across different Jira environments or running a migration. You’ve already created a master list in Excel or Google Sheets of the users and their group assignments across tenants.

Now, you don’t want to manually add users instantly—you want them added at the right time in your workflow.
What do you do?

With BulkOps Org + BulkOps Pro, you can:

  • Schedule user or group creations down to the month, day, and time.

  • Run tasks over a 90-day window.

  • Amend, cancel, or delay tasks based on changing needs.

It’s flexible, methodical, and designed for teams that need precision and control.

Your Data, Handled Responsibly

We only request the minimum necessary information for the apps to function. That means:

  • No personal data is stored—we work with Atlassian accountId, which is enough to identify users.

  • No unnecessary access is requested.

  • Uploaded data is cleared after processing.

Your security and privacy are our priority.

So… How Do You Manage All Your Users?

The answer lies in how the two apps work together:

  • BulkOps Org operates at the organizational level, orchestrating and scheduling.

  • BulkOps Pro works at the site level, executing the actions.

Step 1:

  • Access the BulkOps Org app and navigate to App links on the side menu bar

  • If you haven’t configured any app links, click on “Connect a site” button

Step 2:

  • Type the base URL of the site you intend to connect to. For example yoursite.atlassian.net, If you have a custom domain URL, please include the base URL of your site before your custom URL change.

  • Please ensure that you have installed and configured the BulkOps Pro add-on.

Step 3:

  • We’ll attempt a connection with the BulkOps Pro app and check for an active installation using your base URL.

  • Once connected, please mark the app links as default. This means the app will use that connected site as the default link when operating.

  • If you want to connect to another site, please use the Create link button

The Org app connects to site-level apps via an application link, enabling cross or same-instance operations. With a single Org app installed, all you need to do is install the BulkOps Pro apps on any of the required Jira sites, configure the app then from the Org app, you can send requests for performing various tasks.

There’s no user limit for bulk operations from the BulkOps Org app request, and our system handles tasks concurrently and efficiently, watching for 429 (rate limit) errors. If you’re ready to move from chaos to control in your Jira or Confluence user management, BulkOps Org + BulkOps Pro can take you there.

Try out our apps (free for 30 days or completely free if your user base is under 10 users).
