Automation transition on pull request merged with multiple branchs on the issue

Hello !
I have an issue with multiple branches on multiple repositories.
I want to create an automation rule on merge action when all pull requests are merged.
I configured the following settings but it doesn't works. The automation rule is triggered on each merge even if we already have a pull request opened on the issue.
How can i make rule like :
issue.branches == 0 or issue.pullRequest == 0 ?
