How to condition the inclusion of an attachment to change the task status

How do I force an attachment to be included to allow transitioning to a specific status. I can't work with a form, because whoever changes the status doesn't have editing permission. But it can include comments and attachments.

To require users to add an attachment during a transition, you can use the Field Required workflow validator (select Attachment). Also, make sure the Attachment field is included on the screen associated with the transition — you can do this by adding a Show Screen to the transition.

If you’d like to allow attachments to be added before the transition as well, that would require using a third-party app.
