Is there a way to notice when THROTTLED status is resolved after it has occurred in JIRA automation?
I suspect the answer is, "no".
There are many ways throttling can occur, some of which are caused by errors on the Atlassian side and so out of customer control. I recommend (based on your earlier question about detecting throttling has happened) that once you detect throttling, actively check the global automation logs until you are certain the situation has resolved.
