Is it possible to automate the integration of Teams Chat without integrating any apps into Teams?

I am creating an automation where I want to inform members via Teams chat, which is already linked to an issue.

Is it possible to automate the integration of Teams Chat without integrating any apps into Teams?

If your work item in Teams is already "linked to an issue", please first pause to identify how that is happening and if you already have an app installed to help.
