Automation rule not triggering when field value is added/changed

Hello,

We created the following rule:

When the "Labels" value (T2) is added, send an email to a select group of people.

I opened a random issue and added the label, but the rule is not getting triggered.

Why?

I have few rules that do the exact same thing. What do you see in the audit log? Is it possible to share your automation?
