how can you set reporter to custom value via automation is that possible, for example issue creator is not the reporter and i wanted to give this access to developers to change the reporter name via automation

I am not sure what the use case behind this idea is. It seems as if people are creating tickets on behalf of other people who don't have access to the tool themselves? I am aware that that is a big assumption, so it would be best if you could confirm or contradict me there.
Technically, to modify the reporter of an issue, the user who performs the action must have modify reporter permission in the project where you want to do this. The default automation user in Jira Cloud (it is not clear what platform you are on from your question) does have this permission.
But also: in Jira the reporter of an issue must be a licensed user. So, that will be a constraint if my assumption about your use case is correct. Unless you are using Jira Service Management (JSM), where users creating tickets do not require a product license. But in that scenario, you would not need an automation rule to update the reporter as JSM agents can raise tickets on behalf of other users or you could even raise tickets by email.

Cant we give modify reporter permission alone via automation to add manually, currently this permission comes in project admin access, so we dont want to give this fully to developers except reporter change, is that possible

Aha, you are using team managed projects. I am afraid you don't have that flexibility there then. There is indeed no way around granting project admin access in that case.
If you really need a solution for this that is more fine-grained, you'd have to shift to using company managed projects then. Permissions can be managed at a much more granular level there - modify reporter is a separate permission that you can grant specifically there, without the need to include additional admin permissions.

Could you please elaborate on your use case a bit? Where will the automation reference to acquire the user to update the Reporter? I assume that the developer would execute the automation manually? if that was the case, though, why would they not simply set the recorder themselves?
