A customer has a Jira DC setup, and wants to integrate cloud version of SaaS with it. Is this possible and what are the licensing cost implications?

Yes it is possible,
you can integrate your Jira DC with Confluence Cloud with or without Application tunnelling.
You need to install the "Application Tunnel" free app by Atlassian on Jira.

There are no additional licensing cost to simply integrate the two products.
Your licensing cost are based on the licensed users for each product. Each one is licensed separately.

@Trudy Claspill The Customer has Jira DC for their users, but do not have Confluence, and they want to use Confluence Cloud integrated with their Jira DC instance. Are you saying they would they need to purchase Confluence Cloud user licences also?

If they don't already have Confluence set up, they have to do that.
If Jira Software users need to be able to access Confluence directly or through Jira, then those users will either need Confluence user licenses.
If there are 10 or less users who need to access Confluence then you can set up a free use subscription. If there are more than 10 people needing access then you will have to pay for Confluence licenses.
