for our customers we would provide a digital signature system using a JIRA / Confluence platform integration.
The scope is to exchange / share the documents for the signature process with our customers.
If possible we would to use the Server platform deployment (Confluence) in order to store and localize the documents into a limited area (NO cloud) as required by the customers.

Is Docusign for Confluence Cloud available, I've searched all over and am unable to find anything to suggest it is
Not sure what you are looking for, but DocuSign can't sign a Confluence page, as such a page is not under the "control" of DocuSign.
There are a couple of addons for Confluence which allow you to sign a page (e.g. our addon Document Control), and these are integrated into Confluence.
On the other hand, if you need DocuSign for your compliance, you'd need to export a page as PDF, and import it into DocuSign for signing.

When looking at digital signature and the Atlassian suite, your best option would be to use a product called DocuSign which will easily integrate with Jira and Confluence. Docusign is compatible with Jira and Confluence server. More information on DocuSign may be found at the following:

DocuSign is a cloud-only solution. That means it does not fit the requirements of the question ("NO cloud").
