iI believe I am an administrator but cannot change the status of a defect in our system

When I try and click onto the 'testing' status to change it to 'validating' nothing happens. This is on my PC not a mobile.

Hi David - Welcome to the Atlassian Community!

There could be a couple of things going on there. 

1. Check the Permission Scheme for the project to make sure that you have the Transition Issue permission. 

2. Check the workflow associated with the project and issue type to see if there is a Condition on the transition from testing to validating that is preventing you from moving it.
