Hello! How to open API methods on Jira Service Manegment? 

And how to send data through the API using webhooks?

Hi there:

Please refer to this link on REST APIs for JSM - https://docs.atlassian.com/jira-servicedesk/REST/4.15.0/

In regards to webhooks - Where are you setting up your webhooks?  If you establish the webhooks in your JSM env, then the issue data will be the payload in JSON to your target applications.  Your target application will need to parse through the JSOn payload to extract the issue data.
