Add Email Channel Permission

Im trying to give access to a team member to add/link an email channel into a JSM portal. The user has adminsiter project permission, but when attempting to add the emai,l the user is receiving an error

"Couldnt add email address, You dont have persmissions to adminster this service project"

Has the user been granted a JSM license?
