There is a disclaimer in the documentation for Jira Public forms stating that "they are being rolled out. your experience may not be the same." We are unable to make forms public, despite the fact that many of the settings for Public forms are visible in settings and configurations. I want to isolate user error on our part from the feature not being fully deployed as the reason why we are unable to use it.

The Public Access Forms feature is indeed in rollout mode, which is why some parts might be visible in your settings, but not fully functional yet.
Here’s what you can check:
Project permissions: Even if the feature is present, incorrect permission settings can block access. Double-check that your form and project are open to the right user groups or “Anyone on the web,” if available.
Rollout status: Since Atlassian is gradually enabling this, it’s entirely possible that your instance hasn’t gotten full access yet. You’re not doing anything wrong - just not fully rolled out.
To be sure, raise a support ticket with Atlassian and ask if the Public Forms feature is active on your site.

- Have you modified the share configuration to make them public?
- Any errors? Can you share screenshots of them, or what you see when you try to access an already shared public form?
Only users with project admin permissions can create, edit, or delete forms.
