Are there any time constraints on creating backups?
Also, how many days after a backup is created is the previous backup information retained before a new backup is created?

As per Backup and restore limitations documentation -
You can run only one backup a week, which means that you can run a new backup only after 7 days since the last complete backup. If you don’t have a complete backup, you can run a new one at any time.
You can’t run a backup while there’s a backup in progress for the product.
Each backup is stored in Atlassian storage for 14 days, after which the backup expires and can’t be used. During the 14 days you can download the backup locally, and restore the backup within 60 days of taking the backup.
In addition to the above what has not been listed is the following objects are not backed-up:
- JSM Assets
- Automation Rules
A couple of questions to ask yourself are:
- What disaster scenarios are most concerned about
- What is the relative priority for each of those disaster scenarios
- What is the down time that is acceptable to your organization (Restore Time Objective RTO)
- How often should I back up my data (Restore Point Objective RPO)
The scenarios I hear about most often in order of priority are:
- Accidental deletions
- Bulk edits
- Insider attacks
- Account Takeovers
- Atlassian initiated data loss
All the above would help you arrive at the solution which might be most appropriate for your organization.

According to Atlassian Documentaion, you can perform manual exports at any time you need. Though, if you want to include attachments, logos, or avatars to your backups, you can do that every 48 hours. Here is a quote from the documention:
"You can backup your Jira data at any time. However, if you include attachments, avatars, and/or logos, you'll need to allow 48 hours between backups."
