Is there a way to have a set time to complete a task in Jira? For example, if we know that to complete a specific, repeatable task it takes 5 days can you set Jira up so when that particular task is part of a larger project the time it takes to complete the task is auto populated? On the same note, is there a way to have a list of these types of tasks that a user can select from so they do not need to reinput all of the information each time the task is added to a project?

You can create an issue with original estimates filled in. I believe you want the same type of task to be created in other projects. There are few ways of doing it.
Based on the issues within a project/board/plan the effort can be rolled up, you might need to use Advanced Roadmaps for that or just rely on reports.

This is a bit tricky on Jira cloud. If the number of those issue are finite and manageable then may be try using automation rule to create those issues automatically based on let us say a workflow transition.
