Normally, you should be able to do it with smart values in your automation rule. See https://support.atlassian.com/cloud-automation/docs/jira-smart-values-insight/
In your case however, it looks like the 'Reporting Manager' attribute is just a text field. If so, it will not work. It's best if you make that a "User" type attribute so it refers to the actual Atlassian account.

Tried to change the type attributes to "User" and it seems that when importing the data, reporting manager did not successfully include it on the users' profile.

How exactly did you import the "User" attribute? Just importing the name will not work. You will have to use the Atlassian UserID in your import source file.
To obtain the User ID's, you can export the list of users from the User Management. The csv export file contains the ID for each user.
