I set up a rule to notify me (in a comment) when a new request is created. Rule is working.
Additionally I want to add more users to get this alert but I am not able to add anyone else although they the users have an agent role.
Any idea what could be the root cause?

Just for a better understanding of the issue, I would like to know if you are using the built-in automation in Service Desk or the Project automation (formerly known as Automation for Jira).
Would it be possible to send us a screenshot of the rule?
Testing here using both options, I was able to add more than one user or group, but I'm not sure if it's the same option you are using.
Please, let us know more details about the options you are using, so we can test here to check if it's a bug or some limitation of the Automation.

It was a permission issue. In the meantime I have been granted with "browse user permission” and rule is working.
