Batched Emails - How do I put the Satisfcation Survey at the top?

We are using batched/bundle emails.  When a service desk ticket closes the customer gets an email with resolution details and the customer satisfaction survey,

 

Is there a way to make the satisfaction survey be at the top so that it is more likely the customer will see it and click on it?

Hi Paul,

 

I'm afraid that this is not possible.
