Browse Service management projects without license
Is it possible for users to browse issues in service management projects without a license? I have a development team (project). There are the development tickets created bij the service desk. Sometimes they need to browse the linked issues. But it is not necessary to give them all a service management license.

yes it is possible. You can read all about it here and here.
Of course these users do need am active Jira license, but then (if your permissions are set right), they can:
view issues, comments and attachments
add attachments and delete their own attachments
add internal comments to issues and delete their own comments
watch and vote for issues
view other watchers and voters

It is possible, as long as you have a Jira license. In the JSM team you have to add them to a project role that allows them to browse the project, users is the default role. That way they can view requests in the project and and add internal notes if needed. Take a look at Give Jira users permission to view service project issues for more information.
