The issue that you are facing is related to the Browse users and Groups permission.
When a group you are part of doesn’t have permission, it won’t be possible to search for users or customers on User Picker custom fields and it also causes the account ID to show on the “Raise this request on behalf of” field.
As a Jira administrator, go to Cog icon > System > Global permissions.
On this page, select the permission Browse users and groups and then select a group > Add.
It’s important to give this permission to site-admins, administrators, jira-administrators, jira-servicemanagement-users, jira-software-users.
