I created a few format rules on the list view of a project and I would like them to be visible to all users when using the list view. Is this possible now?

Format feature (in Jira) is quite new and I believe it's configured on a per-user basis. I couldn't find a feature suggestion on this, but it might be worth taking a second look: JAC - "component = "Jira - List" AND statusCategory != Done"
If there isn't a suggestion for it, you can reach out to Atlassian Support and they might raise one for you.
