Can these emails be filtered to only be sent when a certain severity of an event is created?

on Jira Cloud you can achieve this with Automation for Jira , as it's available on all Jira Cloud sites : https://www.atlassian.com/software/jira/features/automation
You would create a new rule and use the trigger "Issue Created", use a new condition "Severy = High" and use action "Send an email".

You can indeed use the automation to send it out as a quick fix and using the included automation.
On the normal notifications you cannot really specify a rule.
If you are willing to go the route of an app you can look in to Jira Email This Issue.

This allow you to apply JQL queries on top of events so it only triggers the notification when your JQL is valid. As an added bonus you can make much more advanced HTML emails too :)

Yes, you can achieve that using an automation rule.
You have to use an "issue field condition" filtering the values of your "Severity" field which should trigger an e-mail.
You cant then customize your e-mail.
