Can a user with the user admin role search for Portal-only Customers?

HI,

 

I noticed that since moving to centralised user admin access, my site admin turned user admin is getting a something went wrong error when they access the Portal-only customers area. They are no longer able to manage these users. Is this by design or is it a bug that might eventually be fixed?
